A. No. All three Japanese megabanks have branches in Malaysia, but corporate-only with no personal accounts. For personal everyday banking, open with a local bank (Maybank, CIMB, etc.) or a foreign bank (HSBC, UOB, etc.).
Q. Can I open a foreign-bank account before arriving?
